Belle Isle Freedom City is a work of speculative fiction set twenty-nine years in the future, a narrative blueprint imagining how Detroit could transform from a stalled city into a “Midwest Tiger,” rivaling economic powerhouses such as Singapore, Shenzhen, and Hong Kong.

In the story, Belle Isle a ,982-acre island in the Detroit River is sold by the City of Detroit in 2025 for $1 billion to a visionary group of investors. Freed from traditional federal and state taxation and regulatory constraints, the island becomes an American Free City built on transparent governance, limited government, competitive taxation, and institutional innovation.

Over time, Belle Isle evolves from an uninhabited park into a thriving metropolis of 35,000 residents. Designed as a walkable, aesthetically rich community, it features European-inspired architecture, integrated Formula 1 racing events, advanced transit connectivity via monorail, and a civic culture centered on freedom, opportunity, and accountable governance.

Through the perspective of its protagonist, architect Darin Fraser, readers witness how Belle Isle’s transformation reshapes not only the island but Detroit itself — positioning the city as a model of revival with implications that extend far beyond Michigan.

About the Author

Rod Lockwood is a real estate developer, housing policy advocate, and longtime leader in community development. Through The Lockwood Companies, he has overseen the construction of more than 25,000 single-family homes, apartments, and senior living residences, including more than 500 housing units in Detroit.

Lockwood is widely recognized as one of the largest builders of affordable housing in the state of Michigan. His work has focused on expanding housing access, strengthening communities, and navigating the complex intersection of development, public policy, and economic growth.

He is a co-founder of the Michigan Housing Council, the state’s leading affordable housing trade association, and previously served as a board member of Detroit’s First Independence Bank, the city’s only minority-owned bank. In 2012, he served as Chairman of the Michigan Chamber of Commerce.

Lockwood holds a Bachelor of Science in Mechanical Engineering from the University of Michigan and an MBA in Finance from Wayne State University. His decades of experience in land planning, permitting, architecture, construction, and governance reform inform the long-term civic and economic vision explored in Belle Isle: Freedom City.
